## What relief was announced?

On September 13, 2026, Prime Minister Shehbaz Sharif announced a Rs100-per-litre petrol discount for eligible users of motorcycles, rickshaws, Qingqi rickshaws and vehicles with engine capacities of up to 800cc.

The Economic Coordination Committee subsequently approved Rs75 billion for the scheme. According to the [Press Information Department’s September 14 statement](https://pid.gov.pk/site/press_detail/33920), the relief was designed for non-commercial users and limited to one vehicle per user or owner.

## How much relief was offered?

The government initially announced these monthly limits:

- **Motorcycles and three-wheelers:** up to 20 litres of petrol per month at a discount of Rs100 per litre.
- **Cars with engines up to 800cc:** up to 30 litres of petrol per month at a discount of Rs100 per litre.

The monthly limits are not an unrestricted discount on every litre purchased. The benefit was designed to be delivered through fuel tokens with specified quantities and validity periods.

### Updated token arrangements

In an update dated September 19, Radio Pakistan reported that motorcycles, Qingqi rickshaws and auto-rickshaws requiring less than five litres at a time would receive a weekly discount of Rs500 against one token. Four tokens were envisaged per month.

For vehicles with engines up to 800cc, the report said the arrangement would continue to provide a Rs100-per-litre discount on up to ten litres every ten days, corresponding to three tokens over a month.

These arrangements describe the announced implementation at that time. They should not be treated as confirmation that every petrol station remains operational on the scheme today.

## Who was eligible?

The Ministry of Information Technology and Telecommunication initially specified the following vehicle-registration criteria:

- Motorcycles, rickshaws and Qingqi rickshaws registered on or after January 1, 2011.
- Motor cars with engines up to 800cc registered on or after January 1, 2006.

The government subsequently reported that implementation had begun to include motorcycles, rickshaws and Qingqi rickshaws up to 20 years old. That later announcement means the original 2011 registration date should not be presented as an unqualified, current rule for all two- and three-wheelers.

## How did registration work?

The Ministry of IT published the following SMS registration format:

Send the message to **9771**, replacing each placeholder with the applicant’s actual details. Include the `REG` keyword, the CNIC number, the vehicle number, the first letter of the province in which the vehicle is registered, and the vehicle-registration date in the prescribed format.

The Ministry said registration was a one-time process. It also announced that the registration SMS service would be free for eligible applicants.

Before visiting a participating petrol station, registered users were instructed to obtain a fuel token by sending:

`TOK`

to **9771**.

The token message was to be presented at the filling station, where the operator would verify it through the scheme’s designated system. The Ministry’s initial guidance described five-litre tokens for motorcycles and three-wheelers, valid for seven days, and ten-litre tokens for eligible cars, valid for ten days. The later September 19 update clarified the weekly and ten-day token arrangements.

## What did the government report about implementation?

The rollout was announced in stages, with registration opening nationwide and token redemption initially scheduled to begin in Islamabad before extending to the rest of the country.

On September 19, Radio Pakistan reported that the scheme was operating across Pakistan and that the government had adjusted the token arrangements after receiving feedback. It also reported that implementation had begun to include older motorcycles, rickshaws and Qingqi rickshaws.
